What kind of security do they have around here if banned members can become admins... sheeesh!

i'm sorry if this is a stupid question, but I just got a download of a medium file and only got 20cents for it. Shouldn't I get 40 cents for it? Im a regular memeber. No gold or bronze film thingy.
