How relevant does something have to be to make it 'fully relevant'?

The important elements are the water, the bank, the buildings and lights and their reflections.

I suppose, thing is, if you were looking for 'street lighting' is this photo something that you would expect to find? It's not that it's irrelevant, it's just not quite relevant enough.

I'll try to use a different example to try and help you with this one:

Imagine a picture of a face - it has two eyes, a nose, a mouth, two ears.  Some people might keyword those items, and while they aren't irrelevant, 99.9% of faces have those traits, so they are not overly useful keywords.  What you'd want to focus on in this situation is what makes the face unique - perhaps a scar, a smiling face, facial hair, etc. 

Similar to your image, most streets at night have lights, but unless it is something that makes the image unique, I'd stay away from it here.  As for the colour orange, this is a blue image, and someone looking for something orange wouldn't want this image in the results.

I hope this helps a bit.  I'm sure there will be someone to answer this better than my attempt!

I think the inspector was correct in what was taken out. However, you seem to have missed a few appropriate keywords, for instance: city, cityscape, downtown district, wharf, dock, harbour, river, dusk, outdoors, buildings, apartments, building exterior, warehouse (on right?), photography, horizontal, color image.

Not making fun, but the title and description are a bit off too. "London Dockland scene at susnet" needs to be adjusted.
