.....Perhaps they could limit the time an image is visible on the list in order to keep new, great images flowing through.
I assuming that's the point of the 3 month window. Doesn't that mean they are only looking at ratings given in the last three months to place files.
Anyone, at anytime, could remove any image they wanted to, off of the list by just giving it a rating of 4. There just has to be a more scientific, realistic, mathematical solution to calculating such a list.

I agree....
In statistics, values far outide the mean are known as "outliers". They are identified and discarded.
This has happened in the past when someone has rated a top file 4 (or 1 if they aren't very subtle). Admin's have removed these ratings in some cases.
It should be kept in mind that a 4 is a "good rating". It only in the context of a "bllion" 5's it becomes negative.
A possible solution - not perfect I know.
1)Ratings are sorted in ascending order 1 -> 5
2)Ignore the top & bottom 5% ratings.
3)Calculate the mean of the middle 90%.
Example 1 - My most rated file
1) 4 4 5 5 5 5 5 5 5
2) I only have 9 ratings, 5% is 0.45 -> No ratings are ignored
3) Mean = 43/9 = 4.78 (where's my calculator!)
Example 2 - My most rated file in 2009

1) 1 4 5 5 5 .... (42 5's)... 5
2) 48 ratings - 5% is 2.4. Ignore top & bottom 2 ratings
3) You're left with the middle 44 ratings (all 5's).
Mean = 5 (x 44)
