I wouldn't worry about it. As discussed above, it's nothing enforceable outside their area.

Stereotypes about people from Tuscany depicts them as quarrelsome and into b l a s p h e m o u s swear words.

It's the anglo-americans, always looking for alcohol, that made the area famous for other reasons, since there are lots of vineyards there, like most of Italy anyway (on the hills).

It also worth noting that plasmopara viticola, which causes grapevine downy mildew, came from America and had a peak during WW II (1939-45), because of US troops massive presence, destroying local vines. Now most vineyards are based on American plants...

Furthermore, none is against tourists. These are, eventually, if confirmed, restrictions on commercial photography. Italians do love tourists, like any other country, as long as they respect local laws. As simple as that, really.

That's Italy. An entire country with an obsession for court rooms. No matter what you do in Italy, you could end up in a court room. You eat at a restaurant, you tell a friend you don't like the food, you could end up in court (for real). Everything is copyrighted and forbidden. I left Italy for good, the bureaucracy was part of the reason. If you want nice landscapes I suggest you forget Tuscany. There are equally nice if not better places in France, Spain, even Germany, and many others.

Italians love tourists if they have money. Laws in Italy are just too many and are also starting to obsess Italians. It's the return of inquisition, back in the land that invented it.
