Downloading Photos to an iPad

Does anyone have any advice on how to purchase/download images to an iPad, I used to use the download browser, but that doesn't appear to work any more.  The iPhone app doesn't let you make in app purchases, at least not that I can see.  Any help would be greatly appreciated.
