I'm new in Video.
How can I reduce my files that are around about 200 mb to 40 mb required?

You need a video encoder to encode files to different codec, lower resolution, and lower Bitrate.
Try Adobe media encoder and choose H.264 codec and approx 5 Mbps Bitrate.
If the file is still too big, just lower the bitrate.

I can't download Adobe media encoder. Can you recommend any others?

Adobe media encoder is not for free.
You can try MPEG Streamclip, it's free.
