Strange keywords

When i try to open edit page of some my Agency photos i find many keywords whitch not revalent  with that photo.I not upload with that keywords. Actually i find menu of my Agency photos with large number of keys.From 65 to 82.Limit is 50 ,yes?
I give you example.

Photo ID: 21897136

I find 77 keys when i open edit page.
Among other things,i fing next keywords:

"Unsorted Legacy Terms"
"New VMT IDs"

When i type "New VMT IDs" in search bar i got this result:

I not upload these keys.
Is there any with same problem ,or just me.Maybe it is bug?

Ah,i realize there is a bug.Only with last accepted Agency photos.For some reason  are counted suggestions keys.
