IMHO I think that this photo would be useful if there actually was something happening related to that sign, more apparent reason. Unfortunately you have a none functioning road sign placed in the area that looks accessible and cleaned off from any obstacles sort of after the fact. I also think that less snow on the sign to make words more readable would be more useful.

The message of the sign is quite literally not clear.

Plus it seems apparent the the roads in shot are totally passable, so even if you can be bothered to make out the text, the rest of the image conflicts with this.
