If you deactivate a file, it should be deactivated instantly, as in nobody can then download it. However, deactivated files continue to show in search pages until the search is indexed again, which generally happens every 24hrs. Once a file is deactivated, the page should look like this. Also, when you deactivate a file, you should instantly get an email saying that it's been deactivated, if you didn't get an email, maybe double check you did actually deactivate it. To deactivate a file, you need to enter a reason, this is mainly just for your own reference, nobody else reviews the reasons prior to deactivation, so even a single word is enough.
