Hi folks. I'm looking for tips for what I got wrong in this caption and what I should've included that I haven't. It's hardly a compelling photo, I know, but I would like to know where I went wrong. Thanks.

You need to elaborate about the location. What major roads, what's the name of the junction etc. This will provide more information about the 4'ws.

Or it might be an issue with the description itself. As you originally wrote it, I would expect to see motorists fueling their vehicles as the main subject, but the petroleum station is instead the main subject. Without zooming in you can't really see anyone fueling their vehicles.
So perhaps try writing it the other way around, something like "Glasgow, UK - March 31, 2013: Shell petrol station in Glasgow, Scotland near (fill in road information) with sign displaying current prices. A few motorists can be seen fueling their vehicles in the distance."
