I am fond of this picture but wasn't surprised when it was rejected for focus (when viewed at 100% etc) because it was taken in styggian darkness hand-held on the hoof. However, the rejection said that I could resubmit when the focus issue had been addressed. I can't see how focus can be addressed, so do they mean I I perhaps reduce the size of the image, would that do? All and any advice appreciated.

Down sizing can help to increase apparent sharpness and may be worth a go.

I'd say that was likely a mis-click by the Inspector (the Can Resubmit, I mean). While sometimes downsizing can help an image appear less out-of-focus or less blurred, this one is so bad that it still appears blurred even in the small screen-sized image, which is well smaller than iStock's minimum. The Inspector probably should have hit Cannot Resubmit in this case. By all means you can give it a try, but I wouldn't be surprised if it gets rejected again.
