question about model release and editioral use

I got a photo rejected because a person is in the photos but the faces are not shown and is far away, just showing the back of a person. why do we still need model release or editiorial use only if the face of a person is not shown? I also have a question, if a person's face already cut off from the photo, do i still need model release or use as editorial use only?

it sounds like the file would be better suited as editorial. Even if you can't see faces people can recognise themselves and it would be safer to upload it with release or send the unedited version to the editorial collection.
