Can a Buyer Re-Sell Images?

Forgive me if I should already know this, but I did a Google image search on a recently downloaded photo of mine, and found it on a different photo site selling pictures that does not appear to be affiliated with Getty Images. I was about to send them an email asking them to take it down, but then it occurred to me, what if they were the ones who bought it from here? Are customers allowed to purchase our photos on iStock and then attempt to re-sell them elsewhere? I was credited as 888Photography, but nowhere do I see how I would earn any royalties if they sold it. If this is accepted practice, please someone let me know, because if it isn't then I need to fire off a stern email.

Clients can't resell files.
