How about offering a service to clean-up images which have been (or will be) rejected.
Staff the crew with PhotoShop retouch experts and let them have a go at optimizing the image for the iStock market.
I know we are sensitive artists but if the noise removal, artifact removal, sharpness can be consistently adjusted to iStock standards, then many more images may make it in.
Other adjustments such as levels or curves may require an approval by the original photographer. Since it may be subject to interpretation. But, if the objective is to make an image saleable in the stock industry, then the clean-up crew would know what is selling best and how to best execute the manipulation.
