374362 03: Dr. Charles Turner, a professor from the department of Civil Engineering at the University of Texas at El Paso, prepares a sample of untreated raw sewage runoff, July 26, 2000, known as 'aguas negras' that was taken from a canal in Ciudad Juarez, Mexico. The university is conducting tests to determine how effective disinfectants are at two new water treatment centers in the Mexican border city. The aguas negras is used for irrigation so there is a concern that bacteria found in the water could be harmful for both sides of the border if it is not properly treated. (Photo by Joe Raedle)
