The emblem of the confederation of Germany as seen in the city of Lubeck- the double headed black eagle. The confederation, created in 1814, consisted of 39 states, including the Austrian Empire, the Kingdom of Prussia. Within the Federal Assembly that represented the sovereigns of the member states and was based in Frankfurt, there were 4 free cities, Bremen, Frankfurt, Hamburg and Lubeck. These remained independent and self governing within the confederation. This heraldic mark is set into the wall of Lubeck Town Hall.
