New York, NY, USA - October 29, 2012: As Hurricane Sandy nears landfall, the full moon spring tide rises in the East River. On the far shore, between the bridges, DUMBO, Brooklyn, is in the flood prone Zone A area. A Con Ed power plant can be seen in Brooklyn on the left hand side to the north of Manhattan Bridge. The tide has already splashed onto the sidewalk under the Lower East Side section of the FDR Drive overpass near Market Street. The wind is rising and the rain has started to fall.
