New York, NY, USA - October 31, 2012: On the third night without power, the Lower Manhattan skyline appears as a silhouette over the East River from Brooklyn Heights promenade. A few emergency generator powered lights can be seen in some office windows of the Financial District. Lights came on for a minute in the World Trade Center Tower One and then went off again. The Hurricane Sandy storm surge combined with spring tides at the full moon caused the East River to flood and disable vital power supply equipment at the 14th Street Con Edison plant at about 8:00pm on October 29. Power was immediately cut off to Manhattan from 42nd Street southwards. The river surface and clouds are blurred in this 13 second long exposure.
