Icicles hang from a large ice dam on an old house to the ground. The ice dam (ice above the gutter) is formed due to poor insulation and or a clogged gutter). As the snow on the roof melts it freezes at the edge, causing the dam and the icicles. This is one reason gutters need to be cleaned and roofs are raked to remove snow.
