Mumbai, India - March 14, 2011: Here you see workmen from the local municipal authorities uprooting a lamp-post, with crowbars, at a footpath in Mumbai. They are in the process of replacing this lamp-post for a taller one - all part of an effort by the local municipal authorities to improve Mumbai\'s street lighting.

While efficient at their work, two key things are very apparent - the use of manual labor (not machines) to do the job and excessive workmen at the job (as apparent from two of them just looking on from the sidelines). The latter is the result of excessive job creation in various local authorities.
