Stock photo description

An envelope posted in the USA in 1942 and not accepted by the recipient because of insufficient postage. The post office has written 'WNAc (Would not accept) Boston, Mass.' and stamped the envelope to the effect that one cent is due in extra postage. The envelope bears two postmarks, for Cleveland, Ohio and New York City in New York State - what a lot of excess travel in wartime, all for the sake of one cent!
